Invitation to Tender (ITT) for IT Infrastructure Consultancy Services

Background and Context
The Lifting Equipment Engineers Association (LEEA) is a global trade association representing the interests of the lifting and height safety industry, we exist to make our industries safer and support our members by educating, influencing and enabling best practise. We are currently reviewing our underpinning IT infrastructure to ensure it continues to meet the evolving needs of our members and supports our future growth. As part of this process, LEEA seeks to engage an expert consultant who can assist in evaluating the current IT landscape and provide strategic advice for future development.
The goal of this consultancy is to develop a realistic and achievable set of expectations for our IT infrastructure that will either guide our ongoing relationships with existing suppliers or potentially shape a new ITT process.
Scope of Work
We seek an expert consultant with substantial experience in IT systems, particularly in the management and integration of Learning Management Systems (LMS), Content Management Systems (CMS), and Customer Relationship Management (CRM) solutions. The consultant will be expected to:
- Identification, mapping, and assessment of the current IT infrastructure and future requirements: Review our existing systems and platforms with consideration for LEEA growth plans, identifying strengths, weaknesses, and opportunities for improvement in the infrastructure.
- Provide strategic advice: Recommend improvements or changes to our IT infrastructure to ensure it meets the needs of LEEA’s current and future operations, including scalability, efficiency, and security.
- Define deliverables: Develop a clear, realistic, and deliverable set of expectations that can either inform our current suppliers or form the basis of an ITT process.
- Futureproofing: Offer advice on how our infrastructure can evolve to support emerging technologies and anticipated changes in the industry.
- Support with potential future stages: While this engagement focuses on the assessment phase, we may choose to engage the consultant in the delivery stage, if necessary.

Creation of industry specific training material and content which aim to support the improvement of competency through influencing knowledge, skills and behaviours.
The above is delivered via:
Self-delivery of LEEA training courses via e-learning, virtual classroom and in-person delivery
End point assessment of LEEA training courses
Licensing of LEEA training courses delivered by approved training partners
Accredited training scheme (ATS) – End user industry specific training courses delivered by accredited training providers
Apprenticeship scheme (England only)
Auditing
Technical audits to help our members achieve the highest standards of technical competence and safety.
Member and Industry Stakeholder Engagement
Dedicated member engagement services for communicating with our membership base and managing relations, supporting them through their journey with the services LEEA provides, elevating the profiles of our members, and raising awareness of LEEA.
Regional representation that gives a localised approach to member engagement.
Various stakeholder engagement initiatives – Working with various public and private bodies including government departments and recognised professional institutions to represent the voice of our members.
Events - Regional, national and international events & exhibitions both in-person and online.
Guidance
Creation of industry specific guidance materials, which is delivered via:
Public and member-only guidance documentation and other digital mediums
Technical triage service including automated chatbot
Standardisation
Active involvement in international standards and legislative development with and on behalf of our members.
Reporting and updating our members on the latest changes to standards and legislation.
Future Considerations
LEEA’s current IT infrastructure supports a variety of functions, including membership management, training delivery, production and dissemination of guidance material, and communication with our global member base.
We are now looking to evaluate and enhance this infrastructure to ensure it is fit for purpose both now and in the future.

We want to ensure that our systems are integrated efficiently and can scale as our needs evolve. Our vision includes:

Consultant Requirements
We are looking for a consultant who:
- Has expertise in IT systems, particularly LMS, CMS, and CRM technologies.
- Has experience working with membership organizations or institutes, particularly those with a global reach but a UK-based head office.
- Demonstrates a strong understanding of the needs of membership-based organizations and the ability to translate these needs into actionable IT strategies.
- Can provide clear, strategic advice and deliver practical recommendations that are both achievable and realistic.
- Can lead a benchmarking process that assesses user preferences and aligns those insights with best practices from industry leaders.
- Understands the importance of designing intuitive systems that minimize user learning curves and improve engagement.
Experience in supporting the digital transformation of similar organisations or institutes will be highly advantageous.
Submission Requirements
Interested consultants are invited to submit a proposal outlining their approach, relevant experience, and understanding of the IT needs of membership organizations like LEEA. Please include the following in your submission:
- Examples of relevant previous work with membership organizations or similar entities.
- An outline of your experience and qualifications in working with LMS, CMS, and CRM systems.
- A brief description of your experience conducting user benchmarking and how you would incorporate end-user feedback into the project.
- A brief description of any additional support you may be able to provide during the delivery stage, should we proceed with engaging your services further.
